Amaq news agency reports a senior police official, Joseph Lluis Trapero as saying that at least one was being treated as a terrorist.
Trapero said the two suspects in custody were directly linked to the attack, ‘‘but that doesn’t mean that either were the author of the attack.’’
A white van jumped up onto a sidewalk on Thursday and sped down a pedestrian zone swerving from side to side as it plowed into tourists and residents.
In what was described as a terrorist attack, Spanish officials said 13 people were killed and at least 100 have been injured.
The attack left dozens of people sprawled on the ground in the city in northeastern Spain.
